In February 2007 the ICC European Development Programme introduced its panel of umpires, referees and scorers who are eligible to officiate in ICC European tournaments and matches.
The ICC European Umpire PanelThis is the entry level Panel for European Umpires and is open to those umpires who fulfill the necessary criteria and who have been nominated by their Country Board.Umpires on this Panel will be eligible for selection for specified ICC European Championships.
Criteria for inclusion on ICC European Umpire Panel:
- Attendance & exam success at ECB ACO Level 1 or ICC European Introductory Umpire Course level (or an agreed equivalent) and ECB ACO Level 1a
- Minimum field experience of at least 15 matches in each of the previous 3 seasons
- upper age limit of 65
- *Suitable Assessment by ICC European Assessor during the season following acceptance onto the ICC European Probationary Panel
*This last criterion was introduced in 2009 and has come about simply because of the high level of umpire that we now require. The standard of play has risen very substantially during the past 5 seasons and we need to ensure that all Panel nominees are ready for this level of play. To this end nominees that are accepted by European Officials Selection Committee (EOSC) will be placed on a Probationary List and assessed by an ICC European Assessor during the following season. These assessments will take place in the nominees own country at the highest level of competition available.
All the assessments will be scrutinised by the EOSC and those umpires who they feel are ready for European appointments will be added to the Panel ready for the following season. This process will then be repeated during the coming seasons. It is worth noting that this assessment, whether resulting in selection or not, is part of the development of umpires and should be considered as a worthwhile exercise in its own right.
ICC European Elite Umpire PanelThis is the top level within Europe and umpires on this Panel will have been promoted from the ICC European Umpire Panel. The ICC European Officials Selection Committee (EOSC) will be responsible for promoting umpires onto this Panel.
Criteria for inclusion onto the ICC European Elite Umpire Panel:
- Attendance & exam success at ECB ACO Level 2C or above: ICC European/ACU&S Overseas Course level (or an agreed equivalent) OR
- Full Umpire membership of the ACU&S (or an agreed equivalent)
- Minimum field experience of at least 15 games in each of the previous 5 years
- 2 years ICC European/ICC Championship experience within the previous 6 years
- Satisfactory ICC European Boundary Assessments from an ICC European Assessor, and/or report from Tournament Referee or Umpire Manager
Special DispensationIf the umpire cannot satisfy the above criteria the European Officials Selection Committee (EOSC) should be informed as to the reason(s) why this is so and they will have the power to grant Special Dispensation (SD) for the umpire to be placed, or maintain their place, on the relevant Panel.
The reason for the introduction of this clause is to cover situations that have emerged since the Panels were introduced. In order to cater for future unforeseen scenarios, the EOSC reserves the right to review each case on its individual merits and take the appropriate decision. It must be noted that where SD is given this does not create a precedent whereby future cases, where the facts are similar, SD is automatically granted. Each case will be dealt with as an individual case and the decision is binding on that case only.
ICC Associate & Affiliate International Panel (ICC A&A IP)As and when the ICC request further nominations for this Panel the EOSC will scrutinise the ICC European Elite Umpire Panel and, where possible, nominate umpires to the ICC. It must be understood that inclusion on the ICC European Elite Umpire Panel does not mean automatic eligibility for nomination to the ICC for its A&A International Panel. The EOSC will decide who is ready for nomination - this will help to ensure that anyone put forward has the best possible chance of succeeding. However, the final decision about who is finally appointed to this Panel will lie solely with the ICC.
It should be noted that, as part of the ICC policy, it is expected that all umpires on the ICC A&A International Panel would still fulfill the quota of matches laid down within the ICC European Panel requirements. In other words, an ICC A&A IP Umpire would be expected to officiate in the top ICC European events and failure to do so will jeopardise their place on the ICC Panel (and also on the relevant ICC European Panel).
Movement between PanelsIt must be accepted that an umpire can be moved down as well as up. It is hoped that this will not be necessary and that all movements will be in an upward direction but, ICC Europe has to maintain a credible position within the ICC and any umpire who fails to maintain their standard could be liable to movement down to a lower level and/or be removed from the Panels entirely.
Policy on how long an umpire can expect to remain on one of our PanelsThe ECC Cricket Committee wished to make it clear that, a position, on either of our Panels, is not unlimited.
An umpire who is placed on the Panel could reasonably expect to stay there for 5 years (subject to on-going assessments and re-nomination by their Country Board) or 5 ICC European Tournaments. During this time they would gain valuable experience which, it is hoped, they will take back to their home country and share with other local umpires.
The Cricket Committee were very keen to have a policy whereby there would be a continuous supply of umpires both onto and off the Panels. In practice, this means that after the EOSC feel that an umpire has gained all the experience that we can reasonably offer, they would be replaced by a new umpire, who would be given similar opportunities to expand their knowledge. This, in no way, is meant to indicate that the umpire being replaced is not proficient at their role - it simply means that their place on the Panel is being relinquished in order to give another umpire the chance to experience life outside of their own local leagues.
The Elite Panel is a little different in this respect, in that members of this Panel could reasonably expect a longer term on this Panel (again, subject to on-going assessments and re-nomination by their Country Board). The Elite Panel is a pathway into ICC events and in order to prepare them for any such promotion to the ICC Panels we need to offer our Elite umpires every opportunity to officiate at the highest level possible, and for a longer period of time. However, umpires on this Panel are still expected to maintain the high standards that both ICC Europe and ICC expect and, should they not maintain these standards, the EOSC will review their position on the Elite Panel and, indeed, possibly on either of our Panels.

ICC Europe Referee PanelThe ICC Europe Referee Panel is selected by the ICC European Officials' Selection Committee (EOSC) from a list of candidates recommended by their respective Country Boards.
Referees are appointed to officiate during:
- - Regionally based ICC pathway events such as the World Cricket League, the Under 19 World Cup and the Women's World Cup Qualifiers.
- - Age group tournaments ranging from the ICC (E) Under 15 2nd Division through to the ICC (E) Under 19 2nd Division.
- - The ICC Europe U19 and U17 Challenge Series, acting remotely.
Appointments are made on the basis of an individual's availability, prior-performance, potential, and the level of competition. The composition of the Panel is reviewed annually to meet the predicted needs of the Programme.

ICC Europe Scorer PanelDuring the latter part of 2009, ICC Europe began the process of setting up the ICC Europe Scorer Panel with a view to ensuring that all ICC European events from 2010 onwards have an experience scorer travelling with each team.
Whilst selection onto the Scorer Panel would be the decision of the EOSC, appointment to a specific event would be the responsibility of the scorer-s Country Board.
In 2011, the Cricket Committee reviewed the criteria for inclusion onto the Panel and decided to adopt the following minimum criteria:
- - attendance and exam success at ICC Europe Introductory Scoring Course or ACO Level 1
- - evidence of regular scoring, in their domestic cricket, during the past 3 seasons - the minimum number of matches scored, per season, should not be less than 10. This number cannot include any ICC European matches
- - all domestic matches from T20 upwards can be counted in this minimum number
- - this number cannot include any ICC Europe Tournament
- - indoor cricket cannot be included in this number
- - the scorer must be resident in an ICC European Development Programme member country
Scorers can be nominated at anytime of the year, however, there will be a yearly review of the Panel which will give:
- - countries a chance to review their members and make any amendments
- - allow the EOSC to ensure that all members are fulfilling the minimum criteria
